Pensacola, Fla. – The CareerSource Florida Board of Directors met August 27 at the University of West Florida in Pensacola to advance efforts that strengthen workforce performance and accountability, while highlighting regional partnerships and statewide initiatives that support Florida’s businesses and job seekers.

The Board approved revisions to Workforce Policy G104, providing greater clarity and consistency around workforce system accountability. The revised policy supports early identification and successful resolution of performance concerns, helping avoid sanctions whenever possible, while responding to local workforce development board feedback by emphasizing overall program and indicator performance rather than individual measures. The policy provides clearer notice of conditions that may require corrective action while establishing a structured, legally grounded framework for addressing unresolved concerns.

“This policy helps provide local workforce development boards with clearer expectations and a stronger framework for success,” said CareerSource Florida President and CEO Adrienne Johnston. “By emphasizing early identification of concerns, technical assistance and continuous improvement, we can better support local leaders in delivering results for Florida businesses, job seekers, and communities.”

The Board also approved requests to revise policies related to Eligible Training Provider List (ETPL) requirements and to develop a Wagner-Peyser Program staffing policy in coordination with FloridaCommerce. The proposed policy would transition Wagner-Peyser Employment Service staffing from state merit staff to local board-managed staff following a recent federal rule change providing states greater flexibility in how services are delivered.

Additionally, the Board approved waivers of State Individual Training Account (ITA) expenditure requirements for 12 local workforce development boards: CareerSource Brevard Flagler Volusia, CareerSource Capital Region, CareerSource Central Florida, CareerSource Escarosa, CareerSource Heartland, CareerSource North Florida, CareerSource Northeast Florida, CareerSource Palm Beach County, CareerSource Pasco Hernando, CareerSource Research Coast, CareerSource South Florida, and CareerSource Suncoast. The waivers provide flexibility to address local workforce and labor market needs while continuing to support training, credential attainment, and employment outcomes.

The Board also received an update on refinements to the Local Workforce Development Board letter-grade methodology for Program Year 2026-2027. The updates strengthen the focus on workforce outcomes, participant earnings, employer engagement data, and continuous improvement while increasing transparency in how performance is evaluated.

The August Board and Council meetings also highlighted results from the Program Year 2025-26 Governor’s 15% set-aside initiatives, which supported targeted investments in skills development and talent opportunities across the state:

  • 1,636 individuals served
  • 1,238 training services provided
  • 894 credentials received
  • 855 participants employed

Apprenticeship Navigators assigned across all 21 local workforce development boards to assist employers and apprentices and support the development and expansion of Registered Apprenticeship Programs. During Program Year 2025-26, Navigator engagement helped facilitate 41% of all newly registered apprenticeship programs in Florida.

Meeting activities began the previous day with a joint Finance and Strategic Policy and Performance council meeting, followed by a field experience at American Magic in Pensacola. Board members toured the organization’s High Performance Center at the Port of Pensacola, learning more about its advanced engineering and composite manufacturing operations, and the workforce pathways supported through local partnerships.

Looking ahead, the CareerSource Florida Board of Directors will reconvene virtually on December 3, 2026, following meetings of the Strategic Policy and Performance Council and Finance Council on December 2, 2026, to continue advancing workforce policy, performance and strategic initiatives supporting Florida’s businesses, job seekers and communities.
